So now my path to storing my weather related files is: My weather website is stored in a directory called (surprise!) Weather! However, to reach that directory now you need to add a parent folder: public_html. C-Panel changes where you arrive in the file system on our website service. Your problem might be that you aren't setting the correct path to your files. So I assume indeed data isn't being uploaded at least to the correct location. I just connected to Irving's site and I also get the same data from July 29 and forcing a reload has no effect.
